The game is called Bakutoushi Patton-Kun. It actually shows on screen early on, since it's actually on the screen that tells you you need to switch the disk to the other side.
Yeah, cheap thrills. I'm guessing since the game is apparently based on the real life general George S. Patton, this was their way of putting Patton's personality into the game. It is a swear word, but since this game was only released in Japan, the developers thought it was permissible.
That's a guess out of nowhere, but it's the most educated guess I can come up with.

That is hilarious! I love when stuff like this is brought up. Like when AVGN pointed out the enemy in Nintendo Power from The Clash at Demonhead giving the finger!
